City leaders call for lobbying effort to stop Harrisonburg from having to pay for state inmates

While the rate of Harrisonburg and Rockingham County residents incarcerated at the local jail and Middle River Regional Jail has remained fairly flat since 2014, the city is having to cover the cost of more state inmates who have no connection to this community but are being housed at the regional jail.

Charles Kelly was arrested for the last time in August 2001. He’d been incarcerated for a few different stints over the years because of his cocaine and heroin addictions. This time, he had a two-year sentence to serve – the final six months of which he spent at Gemeinschaft Home in Harrisonburg, a therapeutic residential program for those under court supervision or leaving incarceration.

Jail expansion could get warmer reception from Rockingham Co. supervisors

As the Rockingham County supervisors prepare to hear Middle River Regional Jail’s pitch for a $40 million expansion, the supervisors signaled that they’ll be a more receptive audience than some of the other local government bodies that fund the jail.

Hburg council offers chilly reception to jail expansion plan

Members of the Harrisonburg City Council expressed concerns about and, in some cases, outright opposition to a proposed expansion of the Middle River Regional Jail as the jail’s leader made his pitch Tuesday night. While the council didn’t take any vote on the issue, the discussion signaled that jail officials might have an uphill climb to convince Harrisonburg to kick as much as $1.2 million more a year for the city’s share of a nearly $40 million expansion.
