As inmate population grows, MRRJ faces rising healthcare costs
As it plans an expansion to accommodate its growing inmate population, the Middle River Regional Jail also finds itself in need of more funding to cover healthcare costs of those incarcerated there. The issue was discussed at both the MRRJ Authority Board meeting on Feb. 3 and a finance committee meeting last month.

Under current plan, Middle River Regional Jail expansion would cost city nearly $10m
If the $96.5 million expansion plan that the Middle River Regional Jail Authority Board just submitted to the state becomes reality, Harrisonburg’s share of the cost would total $9.8 million, according to city staff. As one of five member jurisdictions of the regional jail authority, Harrisonburg funds the jail’s operational and capital costs based on its share of the total inmate population.

The Harrisonburg city council ratcheted up pressure on the Rockingham County sheriff regarding the $1-a-day “keep fee” at the local jail. After a lengthy discussion about wording and efficacy, the council unanimously adopted a resolution on Tuesday evening to formally ask Rockingham County Sheriff Bryan Hutcheson to “examine the possibility of eliminating the $1-day jail fee.”

Harrisonburg’s total cost to prosecute, try and incarcerate people has risen by $1.8 million – roughly 29 percent – over the past five years, according to city finance documents.

The move comes as jail officials have warned that overcrowding in the jail is having a ripple effect on both the facilities’ budget and infrastructure.
